I see lots of posts around builds and people recommending Lucky Hit on the bow, why is that? And what sets it appart from other 3 stars to be the preference? And also, is there a scenario I wouldn't want Lucky Hit?

I can't seem to find definitive answers for this and want to know why I'd have that on my bow, just trying to understand all my mods and why they're there and what theyre doing for me

Edit: relaunched game, rebooted pc, rebooted router/modem, changed dns, nothing works.
PTS wont login either, so not just an issue with the main servers
