I recently started a Pikachu / Raichu Ribbon Master (will eventually evolve it, but am in doubt if I should rn as he lacks some important moves such as Fake Out). The thing is, his IVs and Nature sucks balls (minus Speed nature with 2 IV on Speed). I am a bit worried if I am going to have a hard time, as even if I build a good team It may be not enough (I don't want to perfect breed rn as I don't have much free time to spare).

Right now, I was planning to use this Pikachu with Light Ball (114 speed sadly, I left Agility there if needed), DD Gyarados and Garchomp for Singles. For Doubles, I haven't made up my mind yet if I should go with Follow Me Clefable or Tailwind Crowbat.

How hard should it be for me? My original plan was to get everything up near the release of Pokémon Champions M-2 meta, but now it seems a bit too far fetched.

I've been a bit paranoid lately in knowing what flags these Pokémon as bannable in irl tournaments, but I don't want to risk it because it was always a childhood dream to do so, and risking a ban for such a dumb thing seems very stupid.

I am planning on making a ribbon master that can be competitive viable in the future, but some of the ribbons are "unobtainable" due to Nintendo ending it's servers. As I researched, people seem to be using community servers in the Gen 4 games in order to get those ribbons to the newer games. The thing is, I don't know if it may later make the ribbon master ineligible for participating in irl tournaments. Does anyone have experience on it?

I have an old Nintendo DS with some Gen 4 games on a R4-like card, and was wondering if I could breed a Pokémon there and make it a Ribbon Master, however I don't know their legitimacy for playing in Play! Pokémon tournaments. It would be very fun to have a Pokémon which I could change it's title to fit a team's theme.
