Official Statement by Ukrainian and Lithuanian Federations on Russia unban

Machine-translated to English:

>The President of the Ukrainian Figure Skating Federation , Daniil Amirkhanov , and the President of the Lithuanian Figure Skating Federation, Vytautas Jasutis, in a joint statement , reacted to the admission of Russian and Belarusian skaters to international competitions .

>" Athletes representing the aggressor state are once again allowed  to compete in international figure skating competitions , the ISU Council has decided. They are returning without a flag and anthem, but this decision was made without conscience, without hope and without respect for those who fought and continue to fight for freedom. "

>Have people stopped dying in Ukraine ? Has the terrorist state stopped bombing Ukrainian hospitals and schools ? They (ISU Council members) say that the future of young  skaters should not be destroyed, that ordinary Russians are  not responsible for the decisions of their government. But it looks like this: we kill you while enjoying  the freedoms of the civilized world, we bomb your houses , and then we put on skates and smile at everyone, we torture your prisoners of war and still compete in your championships for medals.

>And who will bring back the lives of over 600 Ukrainian athletes who died? Who will restore the destroyed skating rinks and stadiums? This was not discussed when the decision on admission was made...

>We are not looking for the guilty - the guilty have long been known . The guilty in this war will be found by the Armed Forces of Ukraine. But we will never agree to become "useful idiots" and we will never forget this terror. We will never accept ice stained with blood.

>We do not intend to express regret or “deep concern” about this decision , as many peacekeepers have been wont to do. We will stand firmly with Ukraine and its people.

>"This is hypocrisy . This is shame. This is disgrace ," the presidents of the two federations said.

>Today, the Council of the International Skating Union ( ISU ) decided to allow Russian and Belarusian skaters to compete under its auspices in neutral status.

>"From the beginning of the 2026/27 season, athletes from Russia and Belarus can participate in ISU events and international competitions as neutral athletes, without state symbols (national flags, national equipment and national anthems)," ISU communiqué No. 2804 states.

ISU Congress - Final Day

It was only elections today. So I'll write this like an elections readout:

President: incumbent Jae Youl Kim (🇰🇷) was re-elected unopposed

1st VP (rotates between speed and figure, this term it's figure): Gyorgy Elek (🇭🇺) defeated incumbent Benoit Lavoie (🇨🇦) 66.7 - 33.3%. I couldn't find much on Elek so ¯\_(ツ)_/¯

2nd VP (speed): I'm only including this because a Russian named Aleksandr Kibalko won the open seat with 73.9% of the vote.

ISU Council: new candidate Tina Lundgren (🇺🇸) got the most votes, followed by incumbents Tatsuro Matsumura (🇯🇵) and Benoit Lavoie (🇨🇦). Fabio Bianchetti (🇮🇹) and Susan Lynch (🇦🇺) were the final 2 elected, they were previous singles/pair technical committee members. Candidates from France, Luxembourg, Ukraine, and Britain that had strongest positions against RUS/BLR re-admission lost and incumbent council Susanna Rakhamo (🇫🇮) was defeated. It also happens to be the first item that this new council will address.

Singles/Pairs Tech Committee chair: Leena Laaksonen (🇫🇮) won unopposed. She was a previous tech committee member. She was the tech controller for men at both Olympics and team event, women at Europeans, and for men/women at Skate Canada this year.

Ice Dance Tech Committee chair: incumbent Shawn Rettstatt (🇺🇸) was defeated by Michela Cesaro (🇮🇹) by a 2:1 vote against him. It was a referendum against ice dance in its current state.

Singles/Pairs Tech Committee: 4 new candidates elected in Daniel Delfa (🇪🇸), Feng Huang (🇨🇳), Leah Bates (🇦🇺), and Kerstin Kimminus (🇩🇪). Candidates from Romania, Russia, Italy, and Israel were rejected. Huang is notable because he was actually banned for one year for national bias in judging the 2018 pairs event in Pyeongchang....

Ice Dance Tech Committee: 3 new candidates were elected in Marie Bowness (🇨🇦), Csaba Balint (🇭🇺), and Marcin Kozubek (🇵🇱). Incumbents David Molina (🇫🇷) and Shawn Rettstatt (🇺🇸) were defeated to complete the referendum against ice dance in its current state. Another controversial candidate in Alla Shekhovtsova (🇷🇺) [the women's event judge who hugged Sotnikova in Sochi] was also defeated.

ISU Congress Day 2

This day had a lot less interesting stuff than yesterday which is probably why it's getting less airtime and discussion but still some interesting tidbits to share:

- ISU President recognized the skating athletes named to Time 100 sports list [Ilia, Alysa, US long track speed skater Jordan Stolz]

- They confirmed the Beijing 2022 team event medals: US gold, Japan silver, Russian Olympic Committee bronze

- They went over all the cases that had come to the disciplinary committee in last 2 years. 9 of them were figure skating. Some were interesting: a Ukrainian judge named Balkov was banned for life for conspiring the manipulate component marks at a JGP event with 3 others who were acquitted somehow. Another Ukrainian judge named Lisova was suspended for one year for harassing a skater to change coaches. A Hungarian judge named Balczo was suspended for a year for propositioning a referee and judge to overscore a pair to get tech minimums for junior worlds.

The really interesting part is that there is a pending case with a provisional suspension against 2 people that were in Milan for "psychosocial allegations".

- They promoted an ISU development program that spends 8 million swiss francs per year (half on figure) that supported 2,500 athletes and coaches last season. Apparently this program is mostly Europeans getting supported but they want to change that to support MENA, southeast asia, and latin america along with other plans.

- Ari Zakarian appeared out of nowhere and made a comment about hockey crowding out ice time to suggest that ISU should support building ice rinks to alleviate problem. (this is a problem but why was he the messenger...)

- Athlete Commission now has a vote on ISU Council (which now has all the decisionmaking power). Evan Bates is the new chair of this commission.

- Doubling prize money thing they announced yesterday was apparently first such increase in 20 years. ISU acknowledged many skaters are on below minimum wage.

- They shared a stat from their fan survey which was something: "65% of people under 35 say that they find the stories of athletes more interesting than watching the sport"

- Another stat: 4.7% of athletes get injured while participating at ISU competitions.

- They confirmed that they are going to comply with the IOC order to implement SRY gene testing by the 2028 Olympics "for the protection of the female category". The federations are responsible for doing it.

- They are doing lots of doping tests and had enhanced testing for AIN.

- They opened a new office for Athlete Welfare and Sustainability which is the one of first of its kind for sporting federations. they have a plan for next 2 years.

- They did cyber safety monitoring for social media pilot this season and 4 athletes opted in to moderation in Milan: of the hundreds of thousands of athlete comments they assessed, 59.9% of them were suspect or severe (i guess they mean bad)

Technical committee reports:

Singles --

They confirmed that the free skate changes that were ratified previously are finally coming into effect.

The free skate will have 6 jumping passes (4 solo, 2 combination; must include an axel), 3 spins (1 flying, 1 combination, 1 choreo), a step sequence, a choreo sequence. Euler is delisted and can be part of jump sequence (once). It must be done between 2 listed jumps (so no they can't do jump-euler-backflip).

The zayak and repeat rule is tightened. Can't do same type of jump (regardless of revolutions) more than 3 times in free skate. No more programs that had 4 axel jumps or 4 toeloops.

The choreo spin can be in any position, can change feet as many times as you like, but must have 3 consecutive revolutions done on one or two blades. it's free form but I guess worst case is avoided (no solo butt spins or solo break dancing spins on back and head)

Pairs --

I don't know if this sub would care, but they watered down the free skate: one of the lifts is now choreographic and only has to have 1 rotation, and they changed the pair spin to be choreographic as well with same 3 revolution minimum, but only 1 partner has to spin instead of both.

Ice Dance --

The rhythm dance will start with a "creative dance element". This is the same rhythm dance that is supposed to be a golden waltz pattern.

Apparently problems with ice dance calling consistency that they want to fix... but they made available a real-time messaging platform for dancers to talk to tech committee and receive updates

Synchro --

Synchro 9 will have different judging system than regular synchro.....

And to round it off, there is huge growth in international solo dance and synchro that they are going to continue pumping.

Rocker Skating Rewatch - 2019 Worlds

Rocker Skating brought back his rewatch of old competitions this weekend, this time for 2019 Worlds short programs---it was fun to see some good old performances/skaters, as well as see how things have changed.

>!As for my thoughts on the short programs: dance made sense, pairs mostly made sense, men/women were surprising for me--was not expecting to see this much ordinal and point movement. !<

I am making this post because he now has rolled out functionality to rewatch/rescore outside of the live event, starting with the women's short program. Anyone can join his site and now rewatch/rescore even if you missed the live event.

Rion Sumiyoshi with Massimo Scali

They appear to have completed staging of a program, maybe her short since her free was announced already?

(Unrelated but the Italian dance team of Tali/Lafornara were also mentioned as working with Scali in this instagram set of stories from today)

Edit: Rion now posted some clips, they did stage her short program—https://www.instagram.com/p/DY-QC85E1xq/

[OC] Skaters Scoring and Jump Performance over the Milano Cortina quad

What Data is this?

I collected all senior ISU competition data (mostly GP, 4CC, Europeans, Worlds, and Olympics) from 2015 - 2026.

For the sake of this post, since the Milano Cortina quad just ended, that's probably more interesting than older quads for now.

Championship Skaters Overall Jump Statistics

For skaters that competed at an ISU championship (GPF, 4CC, Euros, Worlds, or the Olympics), I calculated their jump metrics for the quad. For the sake of brevity, I will only show overall metrics and not by type.

Of these skaters, the men had a median clean % of 81 and the women had a median clean % of 73. Both had a median GOE of -0.08 coincidentally.

Note 1: These are ordered by number of attempts and I show the top 25 and ties by attempts for brevity (if someone wants a specific skater not listed in this pool I can provide it). They are not ordered best to worst.

Note 2: Clean % is what non-popped jump attempts were landed without a rotation or edge call or fall. +GOE % is the percentage of their jump attempts earned positive GOE. This table is aggregated over jump attempts which is all jumping passes (so it mixes solo jumps with combos). Not great but a choice made for brevity again.

Record Scores

2 skaters set records during the quad.

Ilia Malinin for free skate score and free skate TES 3 times -- at Montreal Worlds 2024, Skate Canada 2025, and the 2025 Grand Prix Final. All other men's records were untouched and still held by Nathan Chen (total score, free skate PCS, short program score and TES) and Yuzuru Hanyu (short program PCS).

Kaori Sakamoto at Worlds 2026 set records for free skate PCS and short program PCS. All other women's records were untouched and still held by Kamila Valieva.

Jump Type Statistics

And finally, for all of the competitions I collected in this entire quad, clean rates and average GOE for common jumps.

Note: I elected to omit small sample size jumps since those are not really indicative of the discipline but rather of specific individual skaters. For example, the only senior women to try 4T internationally this quad were Rion Sumiyoshi and Adeliia Petrosian.

For the men this was 4F, 4Lo, and 4A. For the women, this was 3A and 4T (all other quads were not attempted this entire quad).

Men

Jump Clean % Avg GOE
2A 94.6 0.060
3A 81.7 -0.275
3F 64.1 -0.260
3Lz 77.8 -0.356
3Lo 86.4 0.038
3S 84.9 -0.149
3T 86.2 -0.425
4T 77.3 -0.747
4S 68.7 -0.524
4Lz 64.9 -0.845

Note: I thought this was interesting -- the highest GOE 4T and 4S were from Yuma Kagiyama (at worlds 2026 and 4CC 2024). The highest GOE 3A and 4Lz were from Ilia Malinin (both at worlds 2024).

Women

Jump Clean % Avg GOE
2A 86 0.174
3F 53.7 -0.364
3Lz 55.8 -0.588
3Lo 67.8 -0.077
3S 65.5 -0.186
3T 62.8 -0.603

Note: Kaori Sakamoto had the highest GOE 2A, 3F, 3Lo, 3S of the quad (at the Olympics or Worlds 2026). Yuna Aoki had the highest GOE 3T of the quad at 4CC 2026.

It's also wild that Mone Chiba and Kaori had the joint highest GOE 3Lz of the quad at Worlds 2026 given their problems with the jump. Mone's lutz clean rate this quad was 42% and Kaori had a 35.1% edge call rate on her lutz this quad.

Some new information from this Alysa Liu interview about Team USA's plans

TLDR: Chock/Bates still haven't decided, O'Shea will only skate with Kam if continuing, Malinin full season off on the table, Alysa new doubt about competing next season

This interview was published this morning from their Anaheim, CA SOI tour stop. Quotes from Alysa and other skaters about the tour, their post-Olympic life, and effect on the public. But then in the middle of the article, some new information about Team USA skaters' plans:

>But the breaks can extend past that; there are several members of Team USA who haven’t committed to the 2026-27 season yet, all for varying reasons.

>Bates and wife Madison Chock previously told USA TODAY Sports they haven’t made a decision on whether they’ll continue their decorated careers after their fourth Winter Olympics ended in controversy. Ellie Kam and Danny O’Shea, the pair that were clutch in getting Team USA gold, are undecided with O’Shea saying he will "only skate with Ellie" if he continues. After the massive pressure in his first Games, Malinin is considering sitting out some or all of next season.

>And Liu? Well, she knows what she wants.

>“I really want to compete next season,” she said.

>The desire is there, but plans aren’t finalized. When Stars on Ice wraps up at the end of May, Liu has more events she will attend, and in the summer, she plans to take an actual vacation with her family.

>Sprinkled in will be getting back to training and working on her next programs. Considering how “MacArthur Park” and “Stateside” went viral, there will be interest in seeing what Liu picks for her program music. The secret to deciding comes from asking coaches, family and friends, and she prefers to have different types of genres for her short program and free skate.

>But again, that’s another thing on the to-do list. No work has gone into 2026-27, which is why it can’t be set in stone just yet.

>“I will have to take a look at everything, because I haven't been able to talk with my coaches and whatnot. If I don't do this season, I'm definitely going to do next season, but I want to try to figure out if this season is possible,” she said.

>“I have not been focusing on my programs, let me tell ya,” Liu added with a laugh.

Skating history has been made today at Oceania International 2026 (last listed Euler and 7 jumping pass free skate)

This was the last ISU-sanctioned event of the season and the senior women free skate happened to be the last event.

Skye Frances Patenia (🇵🇭) was the last person ever to complete a listed Euler. She did it in a 2F+Eu+2S pass.

Josefin Taljegard (🇸🇪) was the last person ever to complete a 7 jumping pass free skate program. She did it en route to winning the event. This was also her final competition before retirement.

[OC] A breakdown of Amber's jump and element success internationally

This is over entire her entire international career

81.3% overall clean rate for jumps! This seems pretty good just from looking at other female skaters she competes against -- for example, alysa is 64.3%, isabeau is 68.3%, mone is 63.3%, kaori was 85.7%.

(This is a test of a database I built out from scraping last 11 seasons of ISU scores/protocols; I don't have CS or domestic data and this is anyways for a personal project)
