Texas. New build- 2019.
History- I have 2 200amp panels feeding house.
Got solar panels, battery, inverters. In order to get whole house backup- disconnected one of the 200amp feeds and left it for future expansion and made the panel a sub panel. ( electrician did a full analysis and my max draw didn’t get close to 80% of 200amp. ) been in place for 3 years no issues.

Thinking of adding loads- garage AC, new electric car charger etc…. Wanted to add a new panel and use the unused 200amp panels.

Opened things up to verify how things look- the one thing the caught me off guard. The main disconnect has a the box connected to the neutral. And the neutral and ground are bonded in the raceway. Does this count as 2 bonding points? ( red circles in pictures) Oversight? This ok?
The breaker panels in the garage- the neutral and grounds are separated- all good there.
