The upper body of such wagons can be removed from the under frame using cranes. This introduces the possibility of container-like operations - for e.g. detach upper body carrying coal, replace with upper body carrying say iron ore - thereby avoiding the need to move empty wagons around. Plus a few other advantages, described in the video.

Fuel trains were delayed by safety concerns for over a year after the line opened. This is the first trail after extensive safety assessments of the route's long tunnels, fire-risk considerations etc.
