A ₱9,791.78 Meralco bill isn’t just about electricity use—more than half (₱5,266.66) comes from the generation charge alone. The utility’s direct share (₱1,730.98) has stayed the same since 2022, while other charges continue to rise.
Here’s where a significant portion of the cost goes:
₱486.83 — system loss (cost of stolen or wasted electricity passed to consumers)
₱201.96 — payments for long-standing government power debts
₱989.81 — taxes, including 12% VAT applied on top of all charges
₱149.59 — renewable energy levies (FiT-All and GEA-All)
All of these are legally mandated—but legality doesn’t always mean fairness.
Consumers who don’t qualify for subsidies end up covering not just their own usage, but also added system costs embedded in the bill.
Key areas often raised for reform:
• Reducing the generation charge
• Removing system loss from consumer billing
• Accelerating lower-cost renewable energy solutions
