Powder coated or paint?

Can anyone tell me by looking at these photos if this is powder coated or painted? I’m looking to have my daughter’s bicycle either powder coated or painted. The 2nd and 3rd photos show an area damaged. I used acetone on a q tip to see if it would come off and the red paint does transfer onto the q tip. Not sure if that helps or not.

Question regarding .223 vs 5.56

Looking at ammo in a store today and noted Winchester .223 with a velocity of 3240fps and the 5.56 also made by Winchester was exactly the same fps.

I know there are difference dimensionally, is there any advantage to going with 5.56 given it was $2 per 20 rounds cheaper to go with .223

All of my ARs are chambered in 5.56
