Question about the ending of wind and truth SPOILER WARNING

Hey so i think i interpreted the ending of wind and truth wrong. When Kaladin becomes a herald and Syl inherits her fathers power. Storm clouds appearing in her eyes and a regal attire forming etc etc.

Am i wrong in reading this as their bond no longer exists? Im reading in a lot of places they are still bonded which is incredible thats what i want. I read it and was gutted because i thought through circumstance they had been divided by responsibility and were no longer each others/bonded to one another. What actually happened?

I cannot recall the name of this hand animated movie from my childhood

What was this movie from when i was a kid

This movie is an older hand drawn animation style film. I dont know the studio that did it. And all i can vividly recall from the movie is the villains death

​

At the end of the movie the villain who has been making himself stronger has been injecting or ingesting poison or pesticide or insecticide, some serum or something and he ends up over doing it and accidentally killing himself.

He tests it on mosquitos or flys or maybe not even bugs he has trapped in bird cage type cages.

You see him die from it and the look in his eyes as he passes just before he floats away dead as the protagonist watches. They might've been underwater? They were grappling during the final confrontation but he dies and floats away into the blackness They might have been bugs? I dunno please help

Edit. I'm pretty sure its some kind of insecticide. It makes his body deform and gives him jacked arms and he has the hero in a grapple before the life leaves his eyes and they get crosses maybe. This also could've happened in a drain pipe?
