toilet tank wont fill with water after flushing

sometimes it's just really slow to fill how do i fix this. there is no leaking. i tried pushing down on the buoy/lever arm but it didn't do anything

i'm looking for a nice thick blanket that's also like super soft. all the blankets that are at my local stores are super thin i feel like i need 2 of them. i need to be able to put my head under it and no light is coming through yk and warm enough that i don't feel cold at night.
