To explain how strong he is, the guy is practically SCP-3812.

Well, not as strong as 3812, but technically, the same concept for the character.

Luo Zheng exists as a "Violator" mean that no matter which world he goes into, including Alovenus's world, he can violate the law of her world and easily kill her.

In his world, basically, everyone can create a world inside their source like a universe or multiverse with a layered stack on top of each other and become omnipotent in that world and anyone that goes into that world will be under the world creator's mercy, but Luo Zheng can go into their world while being unaffected by their power and able to kill them too.

Note: Basically, every side character can do this.

At the end of the novel, the omnipotent God that creates the world and all dimensions like Alonevus with each dimension has power stronger than the lower one, and able to access the lower one is already made you a tier 1-C or higher. The omnipotent god downgraded the dimension to 0 dimension which made every being unable to survive and died and only exist as a dot, but Luo Zheng survive and absorbed the Gods that try to kill him, which he recreate the world again and become the new omnipotent lord of the world.

This put him to at least High 1-A and very close to tier 0 since he was able to access all of the dimensional powers and continue to become stronger like SCP-3812, I'm upset that they didn't create a vs battle profile for him consider how much I like this novel due to the author trying to make the series as accurate as possible to the real world physics.
