What are the implications behind the decor pikmin

When we first stumble across the decor pikmin everyones first instinct is to try to whistle it to have it fall in line due to it being an idle pikmin. Except it wont join in line.
Now you may write this off as funny gameplay mechanic because wild pikmin in combat wont join you until whatever they are fighting is dead. However, the game says that it's explicitly ignoring your whistle and how its not interested in you. These pikmin are stated to be purposely ignoring you which differentiates the pikmin who need "X thing killed" before joining.
Pikmin free will? In my pikmin game? No thanks, gotta drown the little fella before the others get any ideas
