A little red friend

I was working on my boat and noticed this little guy hanging out on our boat lift. He/she stayed there for more than an hour while I worked, moving just a bit on the cables. What kind is it? I’m on the eastern shore of Maryland.

what’s wrong with its back? seems much larger than photos online. I thought maybe pregnant but photos of dragonfly pregnancy are different. some parasit then?
