Who would have been at fault? (Context in comments)

Context: the car in the front was heading on the right side of the road, slowing down to almost stopped but not entirely. In front of the car, there's a green space where the sidewalk creates a car wide encroachement on the road, so she could not keep going straight.

Thinking she was parking on the right of the street and without any blinker on the car, I went around at ~20mph. Limit is 30mph.

Suddenly she just turn sharp left to get in a driveway that was on her left, almost perpendicular to her, so I avoided and honked. When I did honk I saw her jump, she had no idea I was there.

Usually I would drive more defensive and wait for her to be entirely stopped, but I'm still wondering who would have been at fault.

Small detail: I live in a no fault province. But still wondering
