1990s Toyota Prado (J90) brake issue:

Brake pedal is soft and slowly sinks to the floor when held.
Master cylinder has been replaced and brakes have been bled twice, but problem is still there.
What could be causing this?

It’s been six months since i bought a 120 prado with the 2.7L 2tr-fe petrol engine with 260,000 kms for $5,000. Already drove 15,000kms since i got it and there have been no big issues so far, only some oil leaks.
Im wondering i should have bought one with the 1kz diesel engine. The thing is, they are all listed for $13,000 on marketplace. The 1kd engine at least here in panama can almost only be found in the 150. And they sell for around $20,000. The v6 is basically impossible to find as well.
Im pretty happy, and I love the pattern on the fabric seats. None of the diesels here have it. I bought it cause i wanted a reliable 4x4 to do some light trails twice a month. It is my daily driver as well. But i wanted to know your thoughts, would the diesel really be worth more than twice what i paid for?
Tried referencing the manual with Google Translate but it appears different trims have different switches here? A couple loud beeps sound off before stopping when I activate it
I’ve noticed this with most Toyotas I’ve had, that when idling when engine is warm, the revs sit at around 700rpm for about 15 seconds then increases to around 950rpm for about 5 seconds, and repeats.
I doubt anything is wrong since as I said, every Toyota I’ve had does this, but I’m curious to know why.
If anyone has any answers that’ll be great :)
