When does first defaulters list come and what is req attendance 75 percentage or 50 percentage ?

I am an FE student joining this year and i was trying to find something regarding racing teams in this college , i couldnt find anything though , if their is a team hidden or something i would really like to know , if not , why isnt something like that here . Cant we collectively make one , many colleges in here participate in formula bharat and other competitions and get so much exposure . Its just a recommendation from my side and i'd like seniors to think about it . Thank you .
