It is called "Ibirsh" and is located offshore from the Sotoan Mainland. Could it be a floating city like Megafloat?
My personal theory is that Sotoa has a vast wealth inequality issue. Many people live like the woman in the trailer with the small village house, while the military and government are propped up by a network of wealthy elites. Perhaps Ibirsh is like a floating Dubai, and the country is facing the desertification crisis in part due to overconsumption from their lavish, tourist-drawing infrastructure.
In that case I could see it making sense that the elite would move their capital literally away from where the problems are. I can see there being some visual theming between the war-torn cities and towns of the FCU and the upscale skyscrapers in Sotoa.

Just please don’t tell me I should set things up every time I start a new project.
For context: I had to animate the wings one by one before I learned how to do this. But now? The workflow will be much easier.

"Blackwing? [Unintelligible] That's they're calling them now, huh? [****], everyone's bummed out about Farbanti except them, what with a spiffy new name and everything. Anyway, yeah... I was there, I was there when it happened. We used to call them 'Hush' before just so you know, never knew them that long though.
They recently transferred to our unit, one among many from dead squadrons. It happened midway through the siege, we've taken dozens of losses from the OpFor, including the captain and his wingman. So there we were, all that's left of Draugr flight, when an Osie Viper tails Hush and fires a SASM on them. Hush jinks the shot and pops flares, but they couldn't get away enough and the shot bursts left of them, taking out a stabilizer and screwing up their flaps and aileron. They were a good pilot (from what I've seen at least), but a shot like that would've taken even the best out, but I swear on my soul I saw what I did. After that maneuver they pulled, they managed to keep their bird up like nothing ever happened, flying like normal, even with smoke trailing off of their wing.
[****] me, gives me chills just thinking about it. They downed 2 more Osies after that, even the Viper that tagged them. The rest of us formed up and retreated west after Sol Squadron showed up, tried lightening things up with banter about what just happened, but Hush, they stayed dead silent, I chocked it up to shellshock; everyone was pretty down about the whole op including me. But once we touched down, they shrugged the whole thing off like it was nothing. [****], whatever they've seen or done in their old unit must've been nothing compared to this."
