Why does my powdered ginger surround the spoon after I stirr my tea?

Title. Sounds like a joke but, like, there must be some sort of explanation right? Is this a more serious sub? I think this is a sort of question you could ask in r/askmath where there are some silly questions, but if it isn't that sort of sub, please point me somewhere where I can ask. But this is a real thing and google gave me no answer. The sub doesn't allow images but if anybody needs to know what I'm talking about, I have a photo. There are some air bubbles behind the spoon, if anybody needs to know.

What does "insufficient budget" mean? There's other -budget per turn decrees that I CAN enact, but this one I can't for some reason.

Hiii, I need help finding a quote (about mountains... or peaks I can't remember)

So, I remember that it's a quote from election day and it's about voting Azgalist. Something like "if all the options are bad anyways, you might as well aim for the tallest mountain/highest peak". I think it was said by Alfos but I'm not sure. Afaik there's not a site like fayde for this game yet, if there's just point me there!
