Looking for a road bike for my brother, what are your thoughts on this for $500

I'm aware it's quite an old bike, but my brother is quite short and it's pretty rare to find smaller bikes that'll fit him. I looked into the organization mentioned in the listing and they seem to be credible. What are your thoughts on this 20+ year old carbon bike as a first road bike for my brother. So, I'm looking at the same ENT 2.0, and I have a $45 coupon but it only applies to the one sold by the "ELITEWHEELS Cyling Store" but not the "ELITEWHEELS Official Store". Do you guys know if both these stores are owned "officially" by ELITEWHEELS?
