Window AC Installation help

I ordered bluestar ac which is 66 cm * 43 cm and my window is 68 cm * 55 cm the technician said he won't fill the gaps and i need to fill the gaps and make a frame myself first only then he will install the AC.

Can anyone guide me in this if this should be a technician job or i need to do it and how much will it cost?
