Econ PhD for my goals

Hello, so I had this question. I (Indian) will be starting a masters in econ in France (TSE) soon, M1 Applied Econ and most likely I will be specializing in Environmental Economics. My dream is to do a Applied Econ PhD (US most likely or else TSE itself) and want to work in orgs like AfDB, AIIB, ADB, and GCF.

Except ADB, none of these require a PhD as a compulsory thing or for their YPP programs (instead they require min 1 year for AIIB and max 3 year (AfDB) work ex), so basically I wanna know is going for a PhD instead of working would even be beneficial for AfDB or AIIB? I know ADB is super highly competitive and dont have much idea bout GCF's competitiveness. Is doing a PhD makes me overqualified and will I be rejected? I just wanna understand if a PhD will help me or not.

TSE viable for top applied PhD?

Hey so I've been admitted to TSE M1 Applied Econ and I wanted to know whether it can place me into well respected Applied Econ PhDs in US.

My goal isn't top 10 PhD, well one of my dream schools is Berkeley AREC but yea.

I want to know whether 2 years at TSE be able to place me into Davis ARE, Santa Barbara Econ or Bren school, UIUC AAE and other such applied programs?

Also wanted to confirm whether ETE is compulsory or their applied env specialisation EPEE can also place me into any of these. I'd also take any suggestions for more schools as well that would be within my range. And whether pursuing PhD at TSE is viable or not.

Campus France fee

I got my file green lit 2 weeks ago but haven't paid it. I'm thinking of waiting till Charpak results. Is that something I should do or do I have chances of my file being considered abandoned?

What should I do?
