Everytime I walk out to my driveway my neighbors have lights and a camera pointed at my property. Is this ok? By the way we are not friendly.

I recd a gift card from my sis that came up bad. She has plenty of money so this is just unfortunate. It's $100, should I tell her? My experience has been you've been scammed and really nothing you can do. Thoughts?
