2 days in and belt tore up

Bought my Tacoma 2 days ago. Wondering if anyone knows why this happened. Was just serviced and inspected before I took it home. 2022 TRD sport.

Rust?

Considering purchasing this 2019 Tacoma. 37k miles. Is this an excessive amount of rust? Is it fine? Concerning? Getting a decent deal on it so I’m tempted to ignore it.
