Why it takes a month for a RTO to print license?

Done driving test on 20th july and its still pending for RTO approval and print the card

Although result just came after the test and it was pass but dont understand the reason behind such delay

On paper Lokseva adhiniyam and RTO's timeline suggest 15 days and it's passed by mile.

No support on twitter, RTO officer number continuosly busy

Aaple sarkar dont have option for driving license delay.

Could someone help me on how to get it earliest.

Return pickup is such an big issue if you're living in Nashik.
