Need help with wooden staircase

Hi, i recently decided to remove the old disgusting carpet from my entryway staircase. Apparently i had no idea what i was in for…Trying to remove the glue is a pain in the butt. I tried sanding, scratching, solvent…it feels like sanding doesn’t do anything. I’m using my dewalt random orbital sander with 40 grit pads. As you can see i managed to clean off the forst 2 stairs alright but i need advice.

The goal here is to repaint the whole staircase and maybe put vinyl flooring at the base.
