FCC license for foreign nationals.

I'm located in KSA and I have tried to get a HAM license but I'd have to travel to the country's capital and stay there for few days which is not possible for me. I have been wanting to get FCC license for a while by now and I have spoken with HAM radio operators and read though laws and seems like if I happen to have a foreign callsign I can legally use/operate ham radio. But my question is from what I can find FCC doesn't seem to have reciprocal laws with KSA I meant its not there in their list of countries.Would it cause problem from FCC side cuz from my country side its a total OK.

Edit: forgot to add Ik few folks in sates and I can use their mailing adress and give the examination online.

All the ISS SSTV I have received until now by using DIY Yagi

Got this from a DIY tape measure Yagi antenna I made,I'm not sure what's up with the green thingy at the side I suppose I wasn't tuned into it at the start and did so a sec or 2 later or I suppose SWR issues? I'm not to sure I was also aiming around the proximity of a 5g cell tower as it was a low pass.

Edit: I apologize abt the pic of yagi antenna,that's the only one I had and I had to crop the img.

Hey,guys I have been wanting to receive something or anything from the ISS weather is be downlink coms at 145.800 Mhz or APRS at 145.825 Mhz. My current setup is using the original dipole kit. Each arm length is about 49-50 cm with 190 degrees apart and horizontally facing the ground and I'm manually orientating it towards the direction of ISS I do understand they have vertical polarization so ig my setup is wrong? The best case until now I have received is just a thin line on the waterfall,should I try it with a wideband LNA?
