After heavy rain, there’s always water in my passenger foot well. Not on top of the rubber mat I have on there but directly on the carpet underneath. What could it be?

I’m trying to figure out the leak in my 2000 rav4. The passenger side floor gets wet but strangely only the carpet underneath the floor mat.
I’ve tried to see if it might be the cowl as the previous owner just taped it and the tape has since cracked. I’ve tried fixing it as best I can but I think it may be this dodgy repair where they put some thick plastic things in these holes?
I’m clueless so any information and other things to check would be so helpful as im trying to keep repair cost low but also found that I enjoyed DIYing fixing things in the car.
