If you drop litter on the ground, you'll get fined if someone with the authority to do so sees you. You might get into the local paper if you've got a sympathetic reason and a good compoface.
If you flytip then the council will dig through the waste to find something with your address on, and then they'll prosecute you. You'll end up in the local news as a warning, either to not flytip or to not trust waste removal companies that are too good to be true.
But if someone has died in a particularly tragic way that makes the local news, it's perfectly okay for a bunch of people to gather in one spot and release a bunch of skyborne litter? Not only do they not get fined for it, the newspapers will run a story about the 'touching memorial' and 'wonderful tribute'.
