My thought process is

Inner sphere is conducting so 0 to R, electric field will be 0.

And outer sphere is neither conducting and nor has any charge so we can ignore it.

So outside the inner sphere field will be inversely proportional to r^2.

Then answer should be 1.

In conducting plate if charge uniformly distributes over the surface. and we consider them as two different plates. Shouldnt area be also divided by a factor of 2?

Edit: These both are infinite plates. Both are identical. First is non conducting and second is conducting.
