My 1929 101 scout

My grandfather rode the cannonball run in 2012 on this bike. Close to 4000 miles and finished 4th place in his class. The bike was built by George Yarocki. Nicknamed the beast aka runner #1 as it’s built out of roughly 10 different bikes. It has been passed down to me after 25 years of being in the family. Could very well be the highest mileage 1928-31 101 scout at 29k fully documented miles since 2001. The true mileage is unknown. Anyone else with pre ww2 scouts here?

Can anybody explain why my paint seems to absorb water?

Bike has done this for the entire time I’ve had it, tried stripping the paint of wax and other coatings but every time it sits wet for even 10 minutes it leaves these white dots behind that will slowly fade out over a few days time.

First photo is wet, second is after I’ve dried it. I’ve never seen anything like this.

It will do this on all panels even ones of a different color which is why I assumed it was a coating of sorts.
