Primarily my headcannon after I saw how done dirty riverstar was in stormclans folly and also a way for cats like cloudtail and mothwing to get into the afterlife without believing in starclan. When riverstar died and he saw how corrupt starclan was increasingly becoming after a few generations by sending cats to the dark forest for being accepting to outsiders or "not being loyal to your clan" and influencing the living clans by it too. He decided to form his own afterlife a good place for cats to join wether clan born or not, those believing or not
