Help identifying material

UK based, 70s flat. Doing electrics and stripping walls for redecoration. Some of the sockets were quite badly chased in so we’ve been sorting that, removing the old plater job also pulled away some of the blown material.

Ontop of the brick is this render/plaster with a thin layer of grey speckled material (concrete skim?).

Just trying to figure out how to repair the chases and then also prepare the rest of the surface for painting. Most of it had a few layers of paint or thin plaster which just peeled right off.

Advice on damp in renovation

Recently bought a flat in a 70s block (UK). Stripped back the wallpaper to find this mold and damp.

Is this plaster saveable if we can resolve whatever is causing the damp?

It is a groundfloor flat and it appears that the air bricks might be blocked, although not clear if that is the root cause.

There are bushes surrounding the property.
