My 2009 Toyota Corolla Altis 1.8J (Petrol) is delivering low fuel efficiency even on 100 octane fuel.

I have bought this car from a friend. It is in really good condition but the car delivers just 16.47 mpg in city and 30.25 mpg on highway (I have calculated using tank full to tank full method) also I have been using 100 octane fuel in the car and was expecting more fuel efficiency.

Had four tyre punctures repaired tyre using rope plugs, what next?

The tyre belongs to 2009 Toyota corolla Altis 1.8J (195/65 R15 91H). I have removed the tyre. What to do with the rope plugs ends inside the tyres, shall I burn off those ends? Will they cause trouble in wheel balancing?

Update :- I have patches it using the mushroom patches it was very expensive but I did it anyway.

The incident happened today while I was spraying 2009 Toyota Corolla Altis 1.8J engine bay rubber and plastic parts with silicon spray can and car was idling. While spraying the spray can straw at nozzle got caught in serpentine belt when I was trying to cover some hoses behind the radiator. Out of 12.5cm long straw I have recovered 10.5cm and rest is missing. The straw has burnt rubber marks and has bent out of shape at multiple places. Now the question is did I damage the engine? Do I need to replace the belt? What is the missing straw part went inside alternator or some other part of engine ; will it be harmful?
