Is it safe to install this driver?

Hi,
I have an Elmo TT-02S document camera. I used to have it plugged to a computer with Windows 10. I just bought a new computer (with Windows 11) and tried to connect the Elmo document camera. This involves downloading the software "Image Mate 3" which I downloded from their site: https://www.elmousa.com/software

When I try to run the Driver Setup for this program, I get a pop up with the title "Windows protected your PC". Then it says:

Microsoft Defender SmartScreen prevented an unrecognized app from starting. Running this app might put your PC at risk.

App: DriverSetup.exe
Publisher: Unknown publisher

Then, it gives me two options: Run anyway and Don’t run.

Is it safe to click on Run anyway ?
If there is a risk, what is the worst it could happen?

I am buying a new computer (Dell). I want it to be as quiet as possible. So for the first time, I am buying an SSD drive (2TB). I am also thinking about adding 2 TB SATA HDD for storage. Supposedly, that will make my computer more efficient.

Will adding the HDD make my computer louder?

If yes, what is worst? the added noise (with the HDD) or the loss of efficiency (without the HDD)?
