Aorus X870E Master X3D Debugging Issue
Bought this board via ebay and recently got my 9800x3d but it can't get off this Code 99 VGA LED. I'm aware it's for Super IO Initialization but i've tried nearly everything under the sun to move from this debug code to no avail. At the point i'm thinking the board is defective and doing an RMA.
Things i've tried reseating cpu, placing 1 dimm in either A2 or B2 respectively, turned on without all front IO from case connected, reseated CPU eps/motherboard 24-pin, detached all unnessary AIO pwm 4-pins leaving only CPU_Fan or using Fan_OPT.

Just Confused
So to start things off I am new to shipping overseas and dealing with DHL in general so right now i'm lost and exactly know the ways of getting around this and who to contact or go about it.
Sold Old PC components that want to get money out of to build towards another and recently got the motherboard bought off me through ebay about 20d ago follow this I shipped it 15d ago. But the issue lies here it's supposed to go out to Auburn, Australia (Departed from Oklahoma) but it's stuck in the Consolidation Center. And if I don't do something it will be liquidated.
All in all i'm asking what now? Lost profit and get the buyer a refund or wait out this mishap. I looked around and a motherboard shouldn't fall under being prohibited unless I misread instructions while making the label.
