How do Baldur and Freya scale?

Freya cursed Baldur with good intentions. But refused to remove it despite knowing how much it tormented him.

Baldur couldn't end his own suffering and begged Freya to remove it. Does the torment he suffers justify his actions?

Thoughts on Level Brackets?

I've seen a couple posts floating around discussing level brackets (phasing?) where the server caps leveling at 1-20 for a period of time, then extends it to 30, then 40 etc.

I think it's a pretty neat idea, it gives newer players more time to catch up. It encourages people to experience more of the content rather than racing through it. But that's not really what I'm here to talk about.

What I'd like to know is what is your ideal version of this? Should each bracket be 10 levels? Or would it be better to say have 1-30 then 30-50?

Also how long do you think brackets like these should last? Should they be their own "phase" and last as long as raid tiers or should they be shorter?

I really enjoy the fantasy of using big 2h weapons and enjoyed playing a warrior in OG Classic. But I absolutely loath the idea of turning WoW into a rhythm game whilst staring at a swing timer. From what I can gather from raid logs of top players using Slam and Seal Twisting makes up for ~14% and ~20% respectively of their damage on average. (My initial estimate was way off, thanks for pointing that out.)

So my question is, which provides more utility to the group when it comes to dungeons and raids? If I'm not minmaxxing dps I'd like to at least minmax helpfulness. Also to a lesser extent which loses less dps by not using these mechanics?
