Possible current issue with residential property UK

I’ve got a bit of an odd one for you. I’m working closely with a client regarding his HiFi system, and he’s noticed that intermittently he gets a change in the sound; it becomes very treble heavy and thin sounding. We believe this is due to a council water pump near the bottom of his garden, that helps move water up the hill he lives on.
I’ve tried using a two different mains conditioners, better power cables, and other HiFi related things that ordinary work with noise and other mains issues. On my last visit I used a mains tester and it showed that the voltage was stable and within acceptable limits. I also used an extension cable to run the system off a different circuit in the house, as the room is on its own spur, and that didn’t change anything.
I have spoken to an industry friend who experienced something similar, and he thinks it could be down to a loss of current to the house when the pump is in action. He said he’s had a previous experience of this and it was milling machine at a farm close by and they solved the issue by changing phase of the mains. I haven’t been able to test this yet as I don’t have the correct tools.
I appreciate this is a very niche situation but it’s driving my client and I mad, so any help you can give will be appreciated!
I guess in short I’m asking:
Is this something someone else has also experienced?
Will a 3 phase mains/changing the phase work?
Is there anything else you think might be causing the issue?
