What are the most affordable public universities in New Jersey for in-state students?

One of my junior friends really wants to dorm for college, but her parents are against it, citing money as a problem (which it is to an extent but I think her parents also don’t like the idea of her leaving home). This means her options are kind of restricted to cheaper unis or unis that are known for giving lots of scholarships. Montclair is a pretty obvious option, but I know that ramapo also tends to give scholarships. Rutgers-Newark has a higher acceptance rate than New Brunswick and ppl I know going got quite a few scholarships. I would just like to know if you guys know of any other schools. For some context, she will be an education major and her older brother currently goes to NJIT as a commuter student with his tuition paid by their parents.

Growing up, I (18) would see my cousins (16/14) every other weekend. But we stopped seeing each other as often because their parents’ marriage was getting more toxic and they ended up having a messy divorce. Then, my uncle, their dad, moved far away. They definitely don’t like him that much and I’m related to them through him. I fear that if I try to reconnect, it won’t work out because of my association with him. I don’t like him either, but my parents are technically still in contact with him.
