In the USSR, how was it decided which nations got their own republic? For example, Ukraine had its own republic but other nations like Dagestan remained under another republic. Did it simple come down to what was politically useful?

I'm working on a dungeon for a new campaign. When I create a dungeon, I like to create different factions/groups and denote which factions are in control which parts of the dungeon at any given time.

Out of curiosity, does anyone have any particular factions/faction dynamics they like to include in their dungeons? Or do you have an alternative approach you use when stocking/restocking your dungeon you like to use?
