So, Chlorine can exceed the octet and have more than 8 electrons in its valence shell, thus it can share its valence electrons with the surrounding oxygens and satisfy their octet as well. Thus forming 3 double bonds and one single bond with the oxygen with the negative charge. However, some describe this structure as having coordinate bonds from oxygen to chlorine, why? Chlorine is less electronegative than oxygen, so it wouldnt make any sense.

The textbook i am using to get into medschool barely even explains the vsepr theory and lewis structures so i pretty much had to teach myself how to draw lewis and vsepr geometry. Thanks for the help
