Kenyan radio stations are running ‘Pick a Box’ games 24/7 now. Are ads dead, or are they just scamming listeners?

Noticed how almost every vernacular and national station has some version of "Pick a Box", "Auction", "Win Cash" running all day?.

I dug into it and it looks like this is how it works now:

You text a shortcode, you’re paying KSh 20-100 per entry.

Prize is usually tiny compared to how many people play. Imagine if 1M people play, 1 person wins 50k. The station makes bank from the volume.

So my question:

Is this just radio adapting because ad money is drying up as people move to YouTube/TikTok? Or is it straight-up exploitation of desperate kenyans despite having BCLB license?

Anyone here worked in radio or won anything real from these? How much did you actually spend to get there?
