The two piece set bonus casts a Mastery skill on inflicting damage... is that cast enhanced by points put into the Mastery section of your skill tree? Or is it just a flat cast, regardless of if I have Blizzard buffed out or not?

Recently moved from Simi to Ventura. Seeking someplace on par with Green Acres.
