The question is simple: wich or the 2 is best in terms of damage and viability

I'm looking to make a Commander deck to use the merfolk from lorwyn (so lots of tapping hehe). Any recommendations?, should be at least white-blue.

Edit: It can also be other colors as long as it has white and blue on it
