My manuscript is currently under review at an IOP journal. The public tracking page first showed:

• “1st reviewer agreed to report”
• then “All reviewer reports received”

The message said the editors were making a decision and might consult additional reviewers if needed.

A short time later, the status reverted to:

• “Out to reviewers”
• with the message that they are searching for expert referees.

Has anyone seen this sequence in an IOP journal?
I just want to understand whether this status sequence is normal and what it usually means in practice.

Does transfer to a non-local field office usually mean interview-waiver review?

I live in Maryland, but Emma told me my EB2-NIW I-485 is at New Jersey Central Field Office.

Timeline:

• I-140 PD: Nov. 15, 2024
• I-140 approved: around Nov. 25, 2024
• AOS filed: Apr. 13, 2026
• Biometrics / FTA0: May 11, 2026
• I-765 silent update: Jun. 4, 2026
• I-485 silent update: Jun. 9/10, 2026
• No RFE
• No interview notice
• I-485 and I-765 still pending

For EB2-NIW / employment-based AOS cases, does non-local FO transfer usually mean interview-waiver or final review?

Or can it still be transferred back locally for interview?

Questions:

1. For EB2-NIW or employment-based AOS cases from F-1 status and from one of the 75 countries, did enhanced vetting cause delays after biometrics/FTA0?
2. For cases sent to New Jersey Central Field Office, how long did it take after the field office transfer or silent update to get the next real update?
3. Did your case get approved without interview from New Jersey Central, or was it transferred back to your local field office for interview?
4. For people tracking USCIS API events, did you get a third FTA0 before approval, or did approval happen without a third FTA0?
5. For AOS-based I-765, how long after a silent update did your EAD get approved?
6. If you had an EB2-NIW AOS pending while an I-130 was also pending, did that affect routing, interview chance, or timing?

Trying to understand whether this pattern usually means interview-waiver review, enhanced vetting delay, normal field-office routing, or just another waiting stage.
