looking at multiple flights to go from kuwait to the states in the beginning of august. last i heard was pre clearance still being closed. since the situation seems better, is there any updates or news related to it being opened soon? by next month at least

I’m looking at a flight from kuwait to dubai (14 hour layover) to newark, there are no shorter layovers and i’m eligible for dubai connect (economy flex). i looked through previous posts and some people said they either got denied or faced some trouble. my question is what would be a realistic outcome for me? are the visas still banned? will i face any issue with hotel since im below 21 and a sole female traveler?
