Is this normal weight fluctuations?

I know the past spike was self induced. I stopped tracking and started a semi dirty bulk. But got too upset at the scale skyrocket so I started cutting again recently. I feel this is possible water retention issues with recent starting of hgh. But that was only the most recent bump the rest were all jus natural. Granted jus hit pr Bench this past Bench session so maybe the dirty bulk was working i jus gave up to early? Or just try to dial the bulk in? Any thoughts or suggestions greatly appreciated.

M/39/6ft [195>193=2lbs](7 months) trying recomp am i cooked?

Ive been working out very consistently 4-6 times a week for probably 10 months to 1yr. Ive made decent progression on most lifts. Biceps and chest ive struggled with. The progression i feel in the gym isn't translating to physical from what i see. Maybe it's body dismorphia but these pics are 8 months apart with relatively same body weight so i guess it makes sense to see marginal gains. My weight has basically been 190s the whole time. Any thoughts or suggestions? I can go into workout routine if that would help.
