It is dead lagging when not powered?

It works perfectly fine in any mode while the charger is connected. But if I unplugged the charger, even the UI itself starts to like. Can't even use keys or the cursor smoothly. What is the problem could be?

Is buying 10+ years used car ok?

I haven't even driven a car since I got my driver's licence 3 years ago. I have a desire to drive a car again but I don't know anyone who would give me their car. Before buying a new car, I chose to buy a used one to practice driving. My budget is 3L to 3.5L. For this budget, I only found 10+ years of used cars. Do I need to increase my budget or just buy an old car?
