Can lasers be slower then light speed?

The way this is phrased seems to imply that laser being above speed of sound is impressive, so probably it's not close to light speed or the character would compare it to that instead. Does that also mean that simply becouse something is stated to be a laser, doesn't automaticly mean that authors intend for the attack to be at light speed?

Text buble is from chapter 140 of "reincarnator"

You are walking in a forest and suddenly a gnome pops out offering powers by using a small trinket

He gives you a wooden cylinder with 3 movable rings around it that have singular words written on them in such a way that rotating rings create 3 word phrases:

1st ring | 2nd ring | 3rd ring

big | red | punch

Short | complex | tool

Sharp | animalistic | body

Long | silly | building

Soft | green | kiss

small | elemental | frog

Round | pretty | rose

Rotate the rings however you like and pick up to two phrases. First will become the core of your power, second a supporting function.

Write down your phrases and let the gnome describe what your powers do based on them or write "no Mr gnome, I'm doing it my way" and describe your own ideas.

No matter what you believe the current world would vote, what do you wish it would?

You have probably seen a lot of arguments for and against each button. This probably shaped your perception of how different kinds of people pressing those options think. If magicly you could change the way all the people of one side think to the other, what kind of society would you prefer to live in, those of red or those of blue pressers. (let's ignore the debate of morality that many minds have been altered for this to happen, just focus on what world do you prefer to live in)

Everybody on earth gets random superpower. You have "deal with the devil", chose which contract you want to sign.

Self debt - you can borrow anything from your future self, it can be objects or traits. For example become twice as strong, but later in life lose all streangth for the same period you borrowed it for. (devil takes extra 10% of what you borrow for himself)

Forbidden whispers - you constantly hear whispers that suggest you revolutionary ideas and help you realize them even if you don't fully comprehend how they work. (depending on your mental streangth they drive you insane after 30 years)

The sinner - each sin makes you stronger in their respective field the more and grander you do it. Gluttony would for example both make your body better and faster and devouring and storing food and getting energy/streangh from it as well as better chef that will make others desire to eat food prepared by you. (the more sins you commit the less you will care about anybody and anything that's not you)

The contractor - the devil employs you to make deals with other people and allows you to make hidden clauses to gain more power/abilities by stealing them from the people you make contracts with(this one is a freebie, partner... )

You can also rip the contracts and refuse the deal with the devil in which case the devil whipes your memory of the meeting and switches your ability with another random person from earth.

Watching the popular button debate Made me realize that a lot of people consider those that chose to endenger themselves as not worthy of being saved. Or maybe at least not worthy of risking your well being for. I'm not sure if this is a difference in culture or philosophy and maybe I'm naive but every hero archetype that I know would gladly risk their life for others even those that gave up hope and are self harming themselves, and I though that those heros are more or less accepted models to aspire towards, but this debate made me question if my thinking was as universal as I thought it was.
