How do I write without padding pages?

So I'm not a published author, but I want to be. The book in currently writing isn't even 10,000 words, and all I can think of what to write feels like im just trying to pad the word count, but I kinda have to because the story im trying to tell isnt made for something as short as a short story. I'll give more details about the story if asked. Ive read a number of novels that explore their worlds just fine in they're plots, but when I do it it feels like im revealing to much information too early. Thus story is somthing I want to tell, but I'm thinking way to much about rising action, and I want to find a way to ease the reader into my world, and characters without feeling like an info dump.

Chapters/parts

So I've been an aminture writer for a few years, never finished a work. I really do want to, I just don't know how novels are really structured. I mean I know how a plot works, but I'm very ambigous on what constitutes a "chapter" or "part" of a book and when to actually split them up in plots.
