Is it okay to buy a second hand Guitar

So my budget is under 5000 INR around 50$ for that price I get a one year old guitar. It looks good . When I asked him about this he said strings matters . So can I go for this or should I buy a new guitar in the same budget the guitar he offers is Cord AF500MC OP
