Elegible to work in the U.S, but outside the U.S

I've found many offers for remote jobs outside the U.S, but they ask to be eligible to work in the U.S. Its not clear to me how you become eligible to work in the US while in a different country?

Got credentials, want a raise.

I just got my certification as CMI spanish interpreter through NBCMI. I'm paid $9 an hour currently without those credentials. So, I would like to know about websites to check for opportunities as a certified interpreter and get a better salary. I'm not in the U.S, I work remotely from Latin America, so not expecting a huge raise, but at least a decent increase on the hourly rate.

Also, among people working for propio, has anyone ever asked for a raise? And how do you do it?
